the latest ROS Hydro release was on Ubuntu 13.04 http://wiki.ros.org/hydro/Installation/Ubuntu So I guess that is the latest version of Ubuntu you can upgrade to without having to install ROS from the source code. The problem between recent and old Ubuntu versions is that some libraries that ROS depends on are different.
