I have Ubuntu 13.04 and I have installed ROS as normally installing from http://www.ros.org/wiki/groovy/Installation/Ubuntulink text. For the step of setup your sources.list, I chose Ubuntu 12.10 (Quantal) :
sudo sh -c 'echo "deb http://packages.ros.org/ros/ubuntu quantal main" > /etc/apt/sources.list.d/ros-latest.list'
