Does state dimensions equal to measurement's dimensions

As can be seen, measurement is configured in ekf_template.yaml,which determines its dimensionality and content. Does state dimension/content equal to measurement's dimension/content? Or state is still 15-D vector of doubles no matter what the measurement like?
