ros1: What is the expected publish rate of inbuilt topic /statistics

We've seen it vary between 5 and 40 Hz. Is it dependent on the system in which its running? If you have topics at different rates does it correlate with that of the highest? Am not suggesting that it should but trying to understand what it's designed to publish at.
