error in ros2 tutorial

hi, on https://docs.ros.org/en/foxy/Tutorial... there is said "sudo apt install ~nros-foxy-rqt*"

Is this correctly written ? If its correctly written, it does not work, apt returns: unable to correct problems, you have held broken packages

its a complete new install in virtualbox, ubuntu 20.04

If i do "sudo apt install ros-foxy-rqt" it installs the package.
