Something I've been curious about for a while is does the robot have to online for ROS to work?
The short answer is no, you don't need an internet connection to run almost all ROS robots.
Most robots will require some kind of network connection to the computer but it can be a local connection. No internet required.
For example, a Universal Robots arm often plugs into the PC with an ethernet cable, but only the PC and the robot are involved in that connection.
It would be good for the OP to clarify what he means by "on-line".
A direct connection between two hosts can also be said to be "on-line". At least in the traditional sense of the word.
It's likely though -- as you assumed -- the question was more "is a connection to the internet required for ROS to work?".
