is there a geometric distance query library that is under an open source license preferably under LGPL, BSD, or Apache?

I don't know whether it's ready for use, but maybe FCL can do what you need.

Not completely sure if it suits your needs (geometric distance query vs. nearest neighbor is related but not the same), but FLANN (http://www.cs.ubc.ca/~mariusm/index.php/FLANN/FLANN) is BSD-licensed and is used extensively in PCL.

Unfortunately, FLANN is a NN library, not a geometric distance checker. Any other ideas guys?
