Has anyone tried cython with catkin? Some example?

Not to my knowledge, why do you want to use catkin with cython? You want to build things which use cython using catkin or you want to run catkin using cython? (catkin is written partially in Python).

I want to build cython library using catkin and be able to use it in the ROS ecosystem.

Uh, There is no reason you couldn't have catkin build Cython for you, but I don't know of anyone using it currently.
